Scenario Process for BBK and key stakeholders in the Basque Country
Building a Resilient Bizkaia for the Futures
Identifying potential future challenges to build collective resilience
Challenge
The BBK desired to explore the possible post-pandemic scenarios for the local Bizkaia region. The aim was to contribute to building resilience and driving economic and social prosperity within Bizkaia towards 2025. This project required a strategic approach involving a broad group of stakeholders across society to ensure comprehensive and effective outcomes.
Approach
The process began with a research and horizon scanning phase, identifying key local trends through interviews with local thought leaders and desktop research. This was followed by four remote workshops involving participants from key stakeholders in the Basque Country. These workshops facilitated collaborative discussions to explore potential futures and identify critical areas of focus.
Ultimately, the initiative led to the development of four distinct scenarios, each with specific "must-win battles" and initiatives. The project generated thought-leading insights and practical recommendations to guide Bizkaia towards resilience and prosperity.

Plausible futures scenarios to inform priorities
